It has become more convenient to license the activities of educational organisations on the e-License portal

The e-License portal has updated the application process for licensing educational activities. The services for obtaining and renewing licences for educational institutions are now divided by educational level. This made the process more convenient, reduced the likelihood of errors in the submission of applications and speeded up their review. 

Previously, the service was unified for all levels of education - from schools to universities. Licensing is now divided into two separate procedures: for organizations under the Ministry of Education and for higher and postgraduate education institutions under the Ministry of Science and Higher Education. This simplifies the application process and makes it easier to understand.

An educational licence is an official document that confirms an organization's right to carry out educational activities in accordance with legal requirements. It is mandatory for all educational institutions and is required for their official registration.

To get the service, follow the steps:

• sign in to the elicense.kz portal and go to the «Education» section;
• select the service «Educational activities in the field of higher and postgraduate education» or «Educational activities in the field of primary, basic secondary, general secondary, technical and vocational, post-secondary education, spiritual education, educational and recreational services for minors»;
• familiarize with the package of documents in the service datasheet;
• click «Request Online» button;
• select the required type of activity and click «Next»;
• sign the service using a DS.

For most educational institutions, including schools and colleges, licenses and transcripts are issued indefinitely. At the same time, transcripts to licenses for higher and postgraduate education are issued for five years, while the licenses themselves are valid indefinitely.

The process of obtaining a license can take up to 30 working days, while renewing a licence can be done more quickly - within three working days. In some cases provided for by law, the renewal period may be up to 20 working days. The cost of the service is fixed: a fee of 10 monthly calculation indices (MCI) is charged to obtain a license, and 1 MCI is charged to renew a license.

It is important to note that 3,038 education licences were issued in Kazakhstan in 2024. The largest number of licenses was recieved by technical and vocational education organizations - 1,126.

The service was implemented with the cooperation of the Public Services Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, National Information Technologies JSC, the Ministry of Education of the Republic of Kazakhstan and the Ministry of Science and Higher Education of the Republic of Kazakhstan.
